Toney Speedway Official Rules

This page contains the official Toney Speedway general conduct, racing etiquette, and procedural rules. "Word of mouth" and other rules should not be considered official under any circumstances.

The interpretation of the rules will be the decision of the Toney Speedway officials. All official decisions are final. Toney Speedway management and officials reserve the right to change or amend these rules at any time.

Toney Speedway has an OPEN TIRE RULE unless otherwise specified.
Toney Speedway requires all karts to have a WKA approved RLV MUFFLER. STOCK karts must run a STOCK muffler.

OHV (Animal) Restrictor Plate Rules
Animals can participate in mixed competition with flat heads at Toney Speedway for all events unless otherwise specified. Below are the restrictor plate rules for the OHV Animals in mixed competition.

Conduct

  1. All drivers, crewmembers, and participants agree that by entering a Toney Speedway event they will abide by the official rules and regulations of the track as set forth on this page.
  2. No drugs, alcohol, or firearms permitted on the premises. No exceptions.
  3. Drivers, crewmembers, and other participants will be expected to respect the management and track officials. Disrespect of any track official can lead to disqualification and/or ejection from the premises. Disrespect includes profanity, yelling, assault or any other action that may be construed as abusive in any way. This rule will be strictly enforced.
  4. Any display of unsportsmanlike conduct by drivers, kart owners, or crew members will result in a penalty to the driver at the discretion of the officials.
  5. Abusive conduct, improper language or physical assault by anyone will not be allowed. Any altercation in the pits may result in being removed from the premises by track officials or law enforcement.

Safety

  1. All drivers must use a Snell 95 approved full face crash helmet that is securely fastened. Helmet security is subject to inspection at any time by any track official. All drivers must wear a face shield or goggles, no exceptions. The face shield must be in the down position during any green flag condition.
  2. Neck brace required.
  3. An abrasion-resistant kart racing jacket or coverall suit is strongly recommended. In lieu of a this, drivers may wear a heavy jacket. Jacket must have a lining. No wind breakers.
  4. Gloves are required.

Inspection

  1. Karts are subject to inspection at any time after entering the pits at the discretion of the officials. Inspection may take place before, during, or after the race.
  2. It is the responsibility of the driver to move his or her kart to the designated inspection area immediately following the race.
  3. Officials reserve the right to limit admittance in the inspection area.

Race Procedures

  1. Starts
  2. A.  All karts must be lined up double file, side by side, nose to bumber on the start.
    B.  The pace speed is determined by the pole sitter. Pace speed does not have to be excessively slow, but must be steady and slow enough so that all karts can stay in formation. Pace speed must be maintained until the flagman starts the race. EXCEPTION: Limited Modified karts may pick up a REASONABLE amount of speed when the front row reaches the turn 3 area.
    C.  The field will be given at least 2 chances for a clean start. If a clean start is not accomplished after 2 attempts, action will be taken at the discretion of the officials, and may include moving one or both of the front row karts to the rear, a single file start, or any other action deemed necessary by track officials.
    D.   If a caution flag is necessary before EVERY kart completes 1 green flag lap, a complete restart is required. All drivers should again  line up double file. If the race can't be started in a reasoble amount of time, the karts may be lined up single file at the discretion of track officials.

  3. Restarts
  4. A.  Races are restarted by the leader. The leader may restart the race anywhere from halfway down the back stretch to turn 4. When the leader begins picking up speed, the green flag will be displayed and the race is under way. Passing to the outside only may take place before the start/finish line is reached.
    B. EVERY kart must complete one lap under green flag conditions on a restart. If a caution is necessary before EVERY kart has completed one lap under green, the race is restarted and ALL karts will resume their original positions.

  5. Race Etiquette
  6. It is considered unsportsmanlike conduct to block or cut down on a fellow driver. The track officials will impose penalties up to and including disqualification for these activities. The officials understand that bumping and "rubbing" will occur. However, any kart that intentionally bumps or crashes into another with malice at any time is subject to disqualification.

  7. Cautions
  8. A.  The caution flag will be displayed at the discretion of the flagman and/or race director. If a kart spins out of harm's way a caution flag may not be displayed at the discretion of Toney Speedway Officials. In most cases, the caution flag will be displayed for any spin or altercation in all "plate" divisions.
    B.  All karts must slow down IMMEDIATELY when the caution flag is displayed and/or the caution light is on. This will be STRICTLY ENFORCED. There is NO race back to the caution. The line-up will revert to the last green flag lap.
    C.  No repairs may be made on the track at any time. If anyone other than a track official works on the kart on the track at any time, that kart must start or restart the race at the rear of the field.
    D. If there is a spin or altercation after the white flag has been displayed and all karts have crossed the start/finish line under the white flag, all karts will race back to the checkered flag. The race is not over until the checkered flag has been displayed. If the leader of the race takes the white flag but all karts have not crossed the start/finish line under the white flag, the caution flag will be displayed and the caution light activated to warn participants of a dangerous situation. Normal caution rules apply. The race will be restarted with 2 laps remaining (green, white, checker). In any case, the race is never over until all participants have taken the checkered flag.

  9. Red Flag
  10. A.  When the red flag is displayed, all karts must proceed to the front stretch and come to a stop unless otherwise directed by a track official.
    B.  No repairs may be made on the track at any time. If anyone other than a track official works on the kart on the track at any time, that kart must start or restart the race at the rear of the field.

  11. Scoring
  12. A. All karts MUST have a number of distinguishable, contrasting color and of a height (5.5 inches minimum) great enough to be clearly seen by the scoring officials. Any kart that does not have a distinguishable number may not be scored, at the discretion of the Toney Speedway Officials. (Contrasting color means: black kart, white or yellow number; red kart, white number; white kart, black number.) Silver numbers on black karts are not distinguishable from the scoring tower.
    B. If a kart is registered that has the same number as a kart that has previously registered, the last kart registered MUST change numbers. The new number MUST be easily distinguishable from the scoring tower. If the new number is not distinguishable, or if the number has not been changed, the kart will not be scored. No exceptions.
